Crawford H. Cleveland III

Assistant General Counsel

Crawford currently serves as Assistant General Counsel for Appalachian State University where he joined the Office of General Counsel in April of 2019. His primary areas of practice for the University are litigation, matters involving Student Affairs and Student Conduct, Title IX, construction law and real property matters, and utility law for New River Light & Power. Prior to this position, he was a partner with di Santi, Watson, Capua, Wilson & Garrett, PLLC in Boone, North Carolina. He has experience in general civil litigation and has served as a County Attorney for Watauga County while he was with the firm.  In addition, he also has in-house counsel experience with a large construction company in Louisiana from his time in New Orleans. 

As the President of the 35th Judicial District Bar for the 2021-2022 term, Crawford believes in service to fellow attorneys and to the public. He was appointed by the State Bar Council to serve as Vice Chair of the Board of Directors for the North Carolina State Bar Lawyer Assistance Program beginning in 2020 for a three-year term. In the past, he has held the office of President of the Watauga County Bar Association and particularly enjoys his engagement with the local legal community. 

In the High Country, Crawford has served on boards and in leadership positions both in Boone and Blowing Rock. When he is not at work, he enjoys spending time with his wife, Brynn, and their two boys. They like to ski, hike, and do just about anything together outside during the four seasons.

Meghan Wills

Meghan Wills

Assistant General Counsel

Meghan started as Assistant General Counsel for Appalachian State University in
August of 2021. Her primary areas of practice for the University are Public Records
Requests, Policy, and advising the University’s Academy at Middle Fork. She came from
the Watauga County District Attorney’s Office where she served as Assistant District
Attorney. Prior to the District Attorney’s Office, Meghan worked in private practice. She
has worked on a variety of matters including litigation, personal injury, and contract
disputes. Meghan received her Bachelor of Arts from Bridgewater College in 2013, and
her Juris Doctor from the Elon University School of Law in 2015. She is very active in the
Watauga County Bar Association, serving as Treasurer, and enjoys family adventures
with her husband and two children.

Boris Salvador

Risk Manager

Boris Salvador serves as Enterprise Risk Manager and oversees Appalachian’s risk management program. Prior to joining the Office of General Counsel, Boris spent 7 years with BB&T Corporation (now Truist). A graduate of the bank’s Leadership Development Program, he served as a Commercial Insurance Broker in Raleigh, NC and later as a Client Relationship Manager and member of the Flexible Benefits leadership team in Greenville, SC. An alumnus and first-generation college student, Boris earned his bachelor’s degrees in Risk Management & Insurance and Finance & Banking from Appalachian State University. Boris and his wife enjoy spending time with their four fur children and exploring the outdoors as a family. He also enjoys playing the guitar, listening to music, and reading.

Wendy Hildebran

Wendy Hildebran

Administrative Assistant/Paralegal

Wendy started working part-time for the Office of General Counsel in July of 2021.  Previously, she worked in Beaufort, NC for Wheatly, Weeks, Nobles and Weeks, PA as a real property paralegal and paralegal to the attorney for Carteret County and the Town of Beaufort.  Later, she served as Paralegal to the Vice-President and General Counsel of General Dynamics Advanced Technology Systems where she assisted with drafting and review of incoming and outgoing proprietary information agreements and government contract review.  She also assisted with government defense contractor ethics training.  In 2002, she moved to Blowing Rock and has worked for the Watauga, Burke, and Caldwell County Library systems.  She now lives in Lenoir with her husband, Scott, and two cats.  In her spare time, she enjoys endurance running, horseback riding, and reading.
